Navigating the Clock: How Pennsylvania Medicaid Rules Shape Your Schedule
If you feel like your home care agency is "rigid" about scheduling, there is a very good reason for it. In Pennsylvania, home care scheduling isn't just a matter of convenience; it is governed by strict state and federal regulations. For families enrolled in Community HealthChoices (CHC) or the Aging Waiver, your caregiver's schedule is actually a legal authorization that must be followed to the letter.
The biggest factor in modern scheduling is Electronic Visit Verification (EVV). This is a system required by the state that uses GPS technology to verify that a caregiver is physically present in your home during the hours they claim to be working. All caregivers must clock in and out using a state-approved app. If a caregiver arrives 30 minutes early or stays 30 minutes late without a formal "change of service" request, the state may refuse to pay for that time, and the agency can be flagged for non-compliance.

What Controls Your Authorized Hours?
The PCSP (Person-Centered Service Plan): This is the master document created by your Service Coordinator. It lists exactly how many "units" of care you are allowed per week.
The MCO (Managed Care Organization): Insurance providers like AmeriHealth Caritas or PA Health & Wellness set the boundaries for how those units can be used.
Utilization Tracking: The state’s billing systems (like Tempus for self-directed care) track every minute. If we go over the authorized amount this week, the system may "lock out" hours for next week.
